Fuel surcharge reimbursement update: Agricultural Support Program

Thank you to Mark, WCA lobbyist, and the good work we are doing in Olympia, we are pleased to share an update on the Agriculture Support Program (ASP). Thanks to available funding, they are expanding the program to producers and transporters who purchased fuel for agricultural purposes between January 1, 2024, and December 31, 2024. The new application will launch today, Monday, March 31, 2025.
The process for submitting applications for 2024 fuel purchases will closely mirror that of the 2023 process, making it as simple and user friendly as possible.
Eligibility and what you’ll need to apply.
Who is Eligible?
Producers and transporters of agricultural products who paid a surcharge on fuel used for exempt purposes under RCW 70A.65.080(7)(e). The surcharge was imposed by your fuel supplier or retailer as a result of the Cap-and-Invest Program.
Note: If you did not pay the surcharge because you have an agreement with your fuel supplier or retailer, you may not qualify.
When you apply, you will provide:
· Individual and/or business details
· Gallons of fuel used to produce and/or transport agricultural products for the 2024 calendar year
· Type of agricultural products produced and/or transported
· Documentation to ensure you are an agricultural producer and/or transporter
Qualifying agricultural producers and transporters can apply online or by mailing in a paper application, both found on our website at https://dol.wa.gov/agriculture-support-program. Paper applications may take up to 10-14 days longer to process due to mailing and manual handling.
