Kittitas County Water Petition - Ecology, Kittitas County sign groundwater agreement

Ecology and Kittitas County have signed a groundwater management agreement that will guide how decisions are made on residential developments served by exempt wells. Rapid growth in the county has resulted in a proliferation of the wells that are exempt from water right permits. That spurred a citizens group to petition Ecology last year and seek a temporary moratorium on the wells.

As an alternative to the moratorium Ecology and the Kittitas County Commissioners negotiated the groundwater agreement over seven months and Ecology hosted four public meetings to address water supply issues in upper Kittitas County.

RULE ADOPTION

Chapter 173–545 WAC - Instream resources protection program - Wenatchee River basin - WRIA 45

The adoption of these rule amendments is needed to protect instream values within the Wenatchee River basin, to avoid injury to existing water rights from future appropriations of water, and implement the recommendations of the Wenatchee watershed planning unit. The amendment modifies minimum instream flows at several existing control points; establishes minimum instream flows at three new control points; establishes a water reservation to provide a reliable water supply for the twenty-year projected population growth and sets maximum allocations for new uses of water not eligible for the reservation and new storage projects.
